President Obama had recently asked that there be $100mil spending cuts from the federal budget. If he and his team are paying attention, they can reach half their goal by not letting this bill become a law.
Bedbugs are becoming a huge problem in the US right now, and I guarentee that if you ever experienced them you would not be saying this. Trust me, spending the money now will save a ton of money in the long run. They are only going to spread and get worse if we ignore the problem. Preventitive measures save money.
